Carriers look at the home's age, whether it sits on a permanent foundation, whether it sits on owned land or a leased lot, and the HUD data plate, which is the document inside the home that shows its construction specifications and wind zone rating.

  • Wind zone rating: Texas has three HUD wind zones, and central Texas communities like Waco, Belton, and Copperas Cove fall in areas where wind and hail are serious underwriting concerns. A home rated for Wind Zone I may not qualify for the same coverage options as one rated for Wind Zone II or III.
  • Actual cash value vs. replacement cost: Many mobile home policies default to actual cash value (ACV), which deducts depreciation. A 15-year-old manufactured home may receive a fraction of what it would cost to replace it. Replacement cost coverage is available but usually costs more and may require the home to be newer or on a permanent foundation.
  • Title status: If your manufactured home is titled as personal property rather than real property, some standard markets will not write it at all, pushing you toward specialty carriers or the Texas FAIR Plan.

What a solid policy should include

Think of coverage in four layers. A policy that skips any of these leaves you exposed.

Dwelling coverage (Coverage A)

This pays to repair or rebuild the structure after a covered loss. Make sure the limit is enough to actually replace the home at today's manufactured housing prices, not what you paid years ago. New manufactured homes in Texas often run $80,000 to $150,000 or more depending on size and features. If your Coverage A limit is $45,000 because that is what the lender required at closing, you may be severely underinsured.

Personal property coverage (Coverage C)

This protects your belongings: furniture, appliances, clothing, and electronics. Check whether the policy uses ACV or replacement cost for contents, and review the sub-limits for high-value items like firearms, jewelry, or musical instruments. Many policies cap jewelry losses at $1,500 to $2,500 without a scheduled endorsement.

Liability coverage

If someone is injured on your property, liability coverage pays for their medical bills and any legal defense costs if they sue. Standard limits start at $100,000, but $300,000 is more realistic for most households. If you have meaningful assets, a personal umbrella policy can extend that liability protection well above your base policy limit.

Additional living expenses (ALE)

If a covered loss makes your home uninhabitable, ALE pays for temporary housing, meals above your normal food costs, and related expenses while repairs happen. This coverage matters for manufactured home owners because repair timelines can stretch, especially after a hailstorm or tornado damages dozens of homes across a community at once.

Coverage gaps that catch Texas mobile home owners off guard

These are the situations where people learn the hard way that their policy did not do what they expected.

Wind and hail exclusions or high deductibles

Central Texas has significant severe weather exposure. Some carriers in the admitted market will cover wind and hail on manufactured homes without restriction, but others exclude it entirely or apply a separate wind/hail deductible that can run 1% to 2% of the insured value per occurrence. On a home insured for $100,000, that is a $1,000 to $2,000 out-of-pocket cost before your policy pays anything. Read the deductible section carefully. Flood is never included

No homeowners-style policy, whether for a site-built home or a manufactured home, covers flood damage. Flood coverage requires a separate policy, typically through the National Flood Insurance Program (NFIP) or a private flood carrier. This matters in low-lying areas around Belton Lake, the Little River basin near Cameron, and other floodplain-adjacent communities across central Texas. Texas Department of Housing and Community Affairs (TDHCA) requires manufactured homes to meet installation standards, but the quality of the installation still matters to underwriters.
  • Location: Proximity to a fire station, your ZIP code's claims history, and the frequency of severe storms in your area all influence the rate. A home in Waco or Killeen may be rated differently than one in a quieter rural area, even for similar structures.
  • Coverage selections: Replacement cost vs. ACV, your deductible amount, and any endorsements you add (scheduled personal property, identity theft, equipment breakdown) all move the premium up or down.
  • Claims history: Your prior claims history, and sometimes the home's prior claims history pulled through the CLUE (Comprehensive Loss Underwriting Exchange) report, affects what carriers will offer and at what price.

Bundling your manufactured home policy with an auto policy is one of the most reliable ways to lower your total insurance costs. Most carriers that write both offer a multi-policy discount that can run 5% to 15% off each policy.

What to look for when comparing policies

Before you commit to any policy, get clear answers to these questions.

Is wind and hail covered, and what is the deductible?

Do not settle for a general "comprehensive coverage" description. Ask specifically: is wind-caused damage covered, is hail-caused damage covered, and what deductible applies to each?

Is the dwelling covered at replacement cost or actual cash value?

If the answer is ACV, ask what the current depreciated value would be and compare it to what it would actually cost to buy and install a comparable manufactured home today. If there is a large gap, push for replacement cost coverage even if it adds a bit to your annual premium.

What is excluded?

Read the exclusions list, not just the declarations page. Common exclusions in manufactured home policies include earth movement, flood, normal wear and tear, pest damage, and in some circumstances mold. Knowing what is not covered matters as much as knowing what is.
